I think you have to plug in a usb keyboard.Windows Messenger: How Do I Get The Blac ...
You need to hook up a USB keyboard to your 360.  Once you do so, you press Windows(key) + M at the same time to get the Overlay.

hey man, thanks, the windows key + M works fine. In addition though, any ideas what the two green icons are below this black screen. Im presuming they mean ''add a new contact to this conversation'' and ''skip to next conversation''. I Dont know how to do this though. Any ideas, thanks again.
How to find and use the chat window:

To start up an instant messenging conversation, as stated above, firstly press the windows key + M, once this has been done, use  ctrl, + the right directional key to cycle through different conversations. Finally, to exit a conversation, simply press the escape key. Hope this helps.

The green button icons are going to be for the controller keyboard add-on this summer.  It has a all-purpose green button for chatting, similiar to the Guide Button.
