can you use msn with a child account

i just talked to some person on the xbox hotline, and according to him, you can change somthing with your live id to let you access msn on your xbox. he said: ''go to passport.net and there should be an option to change that lets you use msn on your xbox 360'' is this true, and if so how? can you use msn with a child account
